principles stand out:
"Fair and equal opportunities for all athletes"... " with no form of discrimination"
"ensure participation of worlds best athletes"
"ensure continental representation"
"use existing events in the calendar for qualification where possible"
"should not necessitate extensive and expensive travel requirements"
Bearing these in mind along with the IOC's athlete quota for beach volleyball which is currently set at 24 teams per gender, the following simple qualification process could be implemented.

Only 1 place per country per gender
Continental representation must be adhered to by finding the top ranked team in each continent before giving out the rest of the 23 places.
Oceania to become the 6th continent to reflect the number of countries represented and size and spread of the Asian continent.
